This summer, the 2023-2025 UMGC Alumni Association Advisory Board members were welcomed into office to kick off their term for the next two years. The board is truly a representation of the global UMGC alumni community as it is comprised of graduates across different industries, experiences, and backgrounds.

The UMGC Alumni Association Advisory Board is volunteering their time, talents and resource to help shape the future of the global alumni community.

Frank Musmar, DBA - PRESIDENT
UMGC Education: Master of Science, Biotechnology Management, Stateside, 2011
Employment: Founder, Editors Dissertations and Thesis, Adjunct Professor at Louisiana International College and American Management and Technology University
Located In: Texas

Dr. Musmar is currently an adjunct professor at Louisiana International College and American Management and Technology University. He is the founder and the lead dissertations consultant at Editors Dissertations and Thesis, which was founded on the ideals that helping students achieve their educational goals could bring positive social change. Dr. Musmar received his Doctorate of Business Administration (DBA) in healthcare management from Walden University in 2016. He has published five journal publications: The Effect of the Organizational Vision on Remote Employees Engagement, Factors Affecting Millennials Healthcare Employees Turnover, Job Embeddedness and Employee Retention in Healthcare, a Once-daily Oral Medication for Treatment of Cognitive Dysfunction in Down syndrome, and Financial Distress at Nonprofit Organizations. Additional work includes his dissertation: Financial Distress in the Health Care Business.

Najila Ashan

Born in Dhaka, Bangladesh, Ms. Najila Ahsan moved to the United States as a child. Her time in Dhaka sparked an interest in the natural and built environment and their relationship with each other. Ms. Ahsan is passionate about sustainable urban design and exploring ideas on reducing the negative ecological and social impact of the built environment. During her time at UMGC, she was involved in the Environmental Awareness Club and was the student leader coordinating a virtual Earth Day event and an in-person LEED building tour at the Holabird Academy in Baltimore. Ms. Ahsan is currently a Town Planner for the Town of Emmitsburg, Maryland, where she helps manage municipal and land use functions of the Town. 

Tiana S. Clark

Ms. Clark is a multifaceted, creative, and intentional leader. She’s delivered unparalleled business results at two Fortune Top 10 corporations over a span of 15 years, leading an international acquisition at Valero Energy, building the first ever and best-in-class National Services Sales University at Microsoft, leading portfolios of millions and billions in revenue, and leading career development on the Blacks at Microsoft senior leadership team. As a U.S. Air Force veteran and intelligence sergeant, she led U.S. war target strategy and won Airman of the Year at her UK air base. Ms. Clark is also the Creator and Executive Producer of Soci Circle, a diverse, multi-award-winning tween web series aimed to improve young girls’ confidence and resilience. She’s a former “underserved community” schoolteacher who set high expectations and empowered her students to exceed them, and a nonprofit founder, whose organization received an award from Big Brothers Big Sisters for recruiting mentors for the agency. Ms. Clark is also a sought-after guest speaker, and has been a contributor for several prestigious publications including The New York Times and The Economist

Kristinn Coleman

Ms. Kristinn Coleman became the chief for the Office of Investigations on Jan. 19, 2020. Before her appointment, she served as the director for Senior Official Investigations with the Office of the Naval Inspector General (NAVINSGEN), U.S. Department of the Navy. In this role, she was responsible for administrative investigations into allegations of misconduct involving flag officers and members of the Senior Executive Service with the DON. 

Ms. Coleman also served as a key member of the NAVINSGEN leadership serving in the capacities of deputy director for the Special Inquiries Division, deputy director for the Resources Management Division, and director for the former Investigations Division. She also served as decennial census equal employment opportunity manager with the Department of Commerce, and as senior investigator with the Department of Veterans Affairs Office of Inspector General. 

A native Washingtonian, Ms. Coleman earned her bachelors of science from UMGC and a master’s degree from Georgetown University. She earned her Inspector General Credentials from the Association of Inspectors General, the Department of Defense Join Inspector General School, and the Federal Law Enforcement Training Center. She is also a graduate of the USDA Graduate School Center for Leadership and Management Executive Leadership Program.

Kenya Dugger, EdD

Dr. Kenya Dugger is a senior-level leader with over 21 years of experience in the Army and Department of Defense, and more than twelve years of experience working with executives and employees in the areas of global diversity and inclusion, data analysis, culture awareness, ethics and compliance, and human resources. As the senior-level director of Corporate Global Diversity, Equity, and Inclusion for Chemonics International, he oversees all aspects of diversity globally, working in 52 countries worldwide, primarily focusing on bringing access and equity to diverse communities. Additionally, he collaborates with global stakeholders to maximize the effectiveness of policies, agendas, and strategies. 

Vernon Herron
UMGC Education: Bachelor of Science, Criminal Justice, UMGC Stateside, 2000 
Employment: Director, Officer Safety and Wellness, Baltimore City Police Department 
Located In: Maryland 

Vernon Herron has more than 35 years of experience in public safety and law enforcement. He currently serves as Director, Baltimore City Police Department, where he manages the Officer Safety and Wellness Section (OS&W), which houses both the Early Intervention and Health & Wellness units. The OS&W promotes both physical and mental health through training, seminars/workshops, wellness initiatives and programming, health publications, and supporting officers in times of crisis. Additionally, OS&W provides police officers immediate access to a mental health clinician as soon as officers have been involved in a traumatic event, such as a police officer involved shooting. Prior to joining the Baltimore City Police Department, Director Herron served more than 27 years in the Maryland State Police. He also served as the Deputy Chief Administrative Officer for Public Safety and Director of Homeland Security in Prince George’s County, Maryland.

Gustavo Hinojosa, Jr.

Gustavo Hinojosa is a resourceful, problem-solving professional and entrepreneur passionate about cybersecurity. He works effectively in a dynamic environment and implements solutions that support mission-critical objectives to reduce organizational risk and safeguard the confidentiality, integrity, and availability of information and information systems. Mr. Hinojosa participates in and attends several industry groups to stay up to date with trends, technologies, standards, and best practices to better understand and strengthen the security and resilience of cyberspace. In his current role as Director of the National Cybersecurity Student Association, he champions the development of strategic alliances with academia, governmental institutions, and industry. Mr. Hinojosa’s focus is to energize, expand, and cultivate an ecosystem of next generation cybersecurity professionals through education, mentoring, and professional development opportunities.

Margaret Larkin

Margaret Larkin has more than seven years of marketing, program management, and client service experience. A leader in her field, she is recognized for business results, logistics, and delivering effective marketing strategies. Ms. Larkin is a 2020 Presidential Management Fellow and is serving her fellowship term within the U.S. Department of Homeland Security. She is an avid alumni volunteer, most recently giving her time as an Industry Expert MVP in the Spring 2020 Alumni LinkUp series and in an alumni newsletter providing valuable insights for her fellow graduates.

Dr. Tulinda Larsen
UMGC Education: Doctor of Management, Stateside, 2013
Employment: CEO and founder of Skylark Services
Location: Utah

Dr. Tulinda Larsen is CEO and founder of Skylark Services, currently executive director at the Utah Advanced Materials Manufacturing Initiative - a public-private partnership to elevate the advanced materials and advanced manufacturing industry in Utah, and a Principal at NEXA Capital Partners. She began her career as an economist at the U.S. Department of Transportation, where she gained experience in the air transport industry. For more than 40 years, she was a practicing economist studying various aspects of the aerospace industry.  Dr. Larsen is an advocate for women around the globe through her advisory board role with Women and Drones and her introduction of nine programs to introduce women and girls into manufacturing. She also serves on the boards of the Girls Scouts of Utah and the Columbus in Utah supporting adults with disabilities. 

James Muldoon

Employment: CEO and Founder of METCOR Ltd.

James Muldoon, a veteran of the United States Air Force, is the founder, CEO, and President of METCOR Ltd. METCOR was incorporated in 1979 as a full-service consulting and training firm. METCOR clients have included many Fortune 500 companies such as Lockheed Martin, Unisys, Siemens, and Sun Microsystems. Mr. Muldoon is a visionary leader with 40 years of experience providing management consulting services including strategic planning, client relationship interface, marketing and acquisition strategy development, and implementation. In addition to direct work for clients, Mr. Muldoon is responsible for corporate oversight, including all financial and strategic planning for METCOR. Following his military service in communications intelligence, he continued his service to the country as Administrative Assistant to U.S. Senator Birch Bayh. Mr. Muldoon serves on numerous boards for industry and philanthropic organizations, including serving on the UMGC Board of Visitors from 2000 to 2003.

Dr. S. Raschid Muller

Employment: Cybersecurity scientist within the U.S. federal government

Dr. S. Raschid Muller Dr. S. Raschid Muller is a Cybersecurity executive in the U.S. federal government. Over the last decade, he has served in numerous leadership roles and assignments in the Department of Defense. He completed a 2020 LEGIS Congressional Fellowship with The Brookings Institution by serving as the Technical SME on the Cybersecurity, Infrastructure Protection, and Innovation Subcommittee under the House Committee on Homeland Security. In that role, his portfolio consisted of oversight of the Cybersecurity & Infrastructure Security Agency, election security, cyber curriculum development, cyber policy, and HBCU/MSI-STEM engagement for the Department of Homeland Security. As an academic, Dr. Muller served as the DISA Faculty Chair from 2017–2019 at the National Defense University (NDU–Ft. McNair). At NDU, he taught various hard and soft cyber courses to military commanders, U.S. and NATO allies, and senior leaders throughout the federal space. Dr. Muller has obtained a Ph.D. in Information Technology (Information Assurance and Cybersecurity) from Capella University, a Ph.D. in Cybersecurity Leadership, and a Doctor of Business Administration (Supply Chain Management) from Capitol Technology University. He is also a six-year adjunct Associate Professor at the UMGC’s School of Cybersecurity and Information Technology. Dr. Muller is a 2021 U.C. Berkeley Executive Leadership Academy Fellow in the Goldman School of Public Policy. He is an Iraq War veteran from United States Navy.

Jim Payne

Employment: Platform Engineer, Naval Sea Systems Command NAVSEA
Location: North Carolina

Dr. Jim Payne has over 12 years of experience overseeing the long-term maintenance planning ensuring the Navy’s twenty-two cruisers achieve their expected service life as a Platform Engineer for NAVSEA.  As a Navy veteran, he served 24 years in multiple roles aboard the USS Saipan, USS Nassau, and USS Mitscher. Dr. Payne is a leadership scholar and management analyst that is dedicated to ethics in leadership. He is supporting the next generation of leaders as an Adjunct Faculty member of William Woods University. While serving in the Navy, he earned his Bachelor of Science in Business Administration from University of Maryland Global Campus. He continued his studies earning both a Master of Business Administration in 2013 and Master of Science, Project Management in 2014 also from UMGC.  Dr. Payne earned his Doctor of Philosophy (PhD), Organizational Leadership in 2021 from Regent University.  

Bernetta Reese

Employment: Supervisory IT Specialist, U.S. Department of Transportation
Located In: Maryland

Ms. Reese has more than 20 years of public service across the federal government working with multiple U.S. Cabinet-level departments, including the Departments of Defense, Justice, Agriculture, and Homeland Security. Reese currently serves in a leadership role for the U.S. Department of Transportation overseeing web-based initiatives, digital projects, web operations, and shared service web platforms. Over her decades-long career, Reese has played a key role in several federal initiatives and earned numerous awards including the USDA-FSA Administrator's Award for Service to Agriculture. As the Acting Digital Director of OPM, she led OPM's Federal Women Lead digital campaign. While serving the United States Marine Corps, Reese led efforts to consolidate and facilitate the modernization of military justice systems, and led the design and development team that built America's first-ever Federal Crowdsourcing and Citizen Science Toolkit with the White House Office of Science and Technology Policy, Executive Office of the President. Reese also served as Vice President of Undergraduate Affairs for the University System of Maryland Student Council and as the Executive Chair for the University of Maryland Global Campus Student Advisory Council from 2020-2021.

Laurie Sayles

Ms. Laurie Sayles formed Civility Management Solutions (CivilityMS) in 2012 as a professional consulting services firm working within the government and commercial space. CivilityMS provides project, program, financial and grants management, training, conference logistics, acquisition, call center and administrative support to the Department of Defense, NASA, Department of Homeland Security, Health and Human Services, Department of Veteran Affairs, Government Accounting Office, Department of Transportation, State of Maryland, and Baltimore County. 

Ms. Sayles served seven years of active duty in the Marine Corps in Maintenance Management serving in Camp Lejeune, NC; Kaneohe Bay, HI and Cherry Point, NC. She has become an outspoken advocate for veteran’s serving on five small business committee hearings in both the U.S. Senate and the House of Representatives. Most recently, she was requested to be the Chair of the Women Veteran Business Coalition in their advocacy efforts on the Hill.  

Dr. Stacy Trammell

Located In: Maryland 

Dr. Stacy Trammell, founder and president of Zavda Technologies, LLC, has served the Department of Defense and intelligence community for more than 20 years, supplying an extensive collection of management and technical support of critical systems and missions. Dr. Trammell is a service-disabled veteran of the U.S. Air Force. She has significant experience working with a variety of professionals and managing various technologies. Dr. Trammell possesses a Doctor of Management from UMGC. Her research includes the publication of The Best Practices of Small IT Services Providers in the Federal Arena. Furthermore, Dr. Trammell is published in 33 Gems: Wisdom for Living Pieces of Life’s Puzzle, a compilation of motivational life stories.

Norman Workman

Employment: Principal Technical Recruiter, Intelligent Waves 
Located In: Maryland

Norman Workman has more than 25 years of experience in recruiting, sales, marketing, and business development. Currently working as the principal technical recruiter at Intelligent Waves, as well as the founder and contract recruiter of the Workman Group, he supports workforce planning and professional networking. As a U.S. Army veteran, he specializes in military and veteran recruitment and has volunteered his time to UMGC through multiple career services programs, offering industry insights to both students and his fellow alumni. Mr. Workman devoted three years at the Veterans Services Office, assisting veterans and active-duty military personnel process their educational benefits while completing his degree at UMGC.
